A word: their name, "come", a whistle, doesn't matter. The goal of recall is simply to make that word more valuable to the dog than the environment: the dogs, the squirrels, the smells.
If your noise outweighs the thing in front of your dog, they turn away from it and come running. Bingo. And if that sounds impossible, remember: loads of people have done it. So can you.
So you pump value into the word: tug toys, flying food, hundreds of reps. The word becomes the most lovely, most insane thing ever. And still... no recall. Why?
Making the word amazing. Genuinely important, and most people do a decent job of it. This half is not your problem.
Your dog is obsessed with the environment. That side of the see-saw is twice as fiery as your word. You can do all the training in the world, you are never out-shouting an obsession.
The more you use something, the less valuable it becomes. Same food, same toys, same word, day after day, always paired with losing the fun thing they were just enjoying.
